My sister is an expert in astrophotography and we want to get her a camera for her birthday. We want to get her a SLR we just cant decide which one would suit her needs in photographing deep space objects.
I think the 5D M2 would be a good choice of camera.
I suggest you check to see what make and model of camera she currently uses just so you will have an idea of the equipment she has.
Then see if you camera choice will fit with the current equipment she already has.
If this is not a big problem and you just want to get her a new camera and a good lens, that is also a good choice.

I really need a camera with at least 12 mp, that will take very good detailed shots that can be blown up. I will be using the camera for many things including portraits, detailed pictures of jewelry, scenery pictures, live band performances, etc.
Also can anyone recommend some good lenses to go along? where is the best/lowest price place to purchase the camera and supplies?
You got a good response from photoace and a fatuous response from another poster who seems to think that he can read people's minds and predict their future, but what you do need to realise is that your wish-list is a little broad.
All but the live band work it quite easily handled, but shooting under low light needs both a camera with good high ISO performance and a very fast (and VERY expensive) lens to get detail that can be enlarged without degradation of the image. Another issue is that using a good DSLR with an expensive lens in a concert/live band venue can be risky unless you are approved by the organisers. Many won't grant you entry if you are carrying what looks like "professional" equipment.
One option is to use a quality P&S with a very fast lens for your live band work, something that will cost far less than a single lens suitable for low light for your DSLR. Contrary to the oft chanted mantra heard here, they do now have P&S cameras with much lower pixel density, and higher ISO low noise performance. Not as good as a good DSLR, but certainly good enough to produce good images in concerts etc. Some have quality Zeiss/Leica zoom lenses starting as low as F2.0 with usable 1600 ISO.

I'm looking to buy a digital SLR camera and since I'm a beginner I'm not really sure on the best ones to buy.
They're really expensive, so it needs to be cheap. I looked at the Canon EOS 1000D but I want more megapixels.
I really like the Canon 5D Mark II but it's too expensive. It had really good features though (Like 21 megapixels) so if you know one similar to that it would help.
Does anyone have any suggestions?

Trust me, you do not need (and probably do not want) 21 megapixels. For starters, they take up huge amounts of space on your cameras card and your computers harddrive. Secondly, they are almost completely unnecessary. I have a 5D mark II, and I wish it was 15MP instead of 21.
10 is a lot. DSLR's give you better quality for your MP than point and shoots do. I have a 8x10 that was shot with a 4MP DSLR, and it's beautiful.
There is one thing that affects your quality much more than MP, and thats your lenses. A 8MP camera with a nice ($1200) lens will take better pictures than a 21MP camera with a $300 lens. Lenses also don't get outdated as fast, and they stay with you when you get a new body.
What I would suggest doing is getting the 1000D in the kit (it will come with a 18-55mm lens). It's not a very good lens, but for hte $99 it tacks on to the price of the body alone, it's hard to beat. Use it for a while, and decide, what do I want to do that this doesn't? Do I want something has a wider field of view (get a canon 10-22 or similar), do I want something that can help me with taking photos of something far away (check out a telephoto lens, like the canon 70-300), do I want something to let me take better close up shots (canon 60mm macro is a good start).
Also, I would suggest getting the Canon 50mm f/1.8. It's about $100, very sharp, and performs great in low light. Also very good for portraits. At $100 it can literally not be beat.

Well for the 50D and Rebel T1i the big differences are in build quality and ease of adjusting the settings. The Rebels are kind of a pain to operate manually as you have to hold the A/V button down while turning the wheel to adjust the aperture for example. The other difference is in high ISO performance. The 50D will do much better than the Rebel. The 50D also will focus faster and has some more advanced features.
As to the 50D and 5D MKII the biggest difference is the full frame sensor. The 5D will really shine in low light high ISO settings. It is also better built and has more advanced features than the 50D.

If you are in the US, i would look for a company based in the US. Sometimes it is better to spend the extra cash and have peace of mind, then saving a few bucks and spend countless hours on the phone because cc info was stolen.
