Hi, I want to buy a budget (below $200) digital photo camera and want to use it to make quality videos too. The camera has to be able to shoot at least 10 minutes of video (with a high capacity SD card) and the video must be 640 x 480 pixel @ 30fps.
Which is my best shot?
Try the Nikon L18. If you're willing to spend about $200, go with the Casio Exilim EX-S10. Incredible quality for the small price.

I don't care what people say or how they argue, there is no better professional grade camera. It's all a matter of personal preference.
The only time you get into a better quality is when you are getting into pricing. A $200 point and click digital camera is not the same as a $5,000 professional grade digital camera. But again, the camera isn't what makes the photographs, the photographer does. The camera just records what the photographer wants it to.
For example, I use the FujiFilm S2 Pro and the FujiFilm S3 Pro. I'll continue to use those over Canon or Nikon. Does it mean that FujiFilm is better than Canon or Nikon? No, it's just that I've always used the Fuji S series (S1... S2... S3) and I like it. I know the body inside and out and can easily change to any setting without taking the camera away from my eye and trying to figure out where the aperature control is.
Now, some people will prefer Nikon or Canon because of their status in the photography world. Each one has been around forever and has always produced superior products. Some will argue that one out performs the other or that one produces better images... that's a load of crap. If that was truly the case, one would be used by 90% of the professional photographers out ther as compared to the other one. As it is, Fuji... Canon... Nikon all take on an equal share of use in the professional industry.
Some of the more popular Digital SLR cameras are the Canon EOS-1DS Mark II (due to it's large ccd), the Canon EOS-1DS, the canon EOS 20D, the Nikon D2Xs, the Nikon D2X, the Nikon D1H, the Fujifilm S2 Pro, the FujiFilm S3 Pro and the Kodak DCS 14 Series.
It's all a matter of personal preference. The link below (provided by bhphoto.com) compares a handful of professional grade digital cameras from a wide variety of manufacturers. Check it out as it will give you a nice (though a couple years out of date) breakdown.

I have never seen "wedding function" listed in any camera's specs. (Although many new dSLR users act like a button for that is there)
As the previous answer said, you will have to get at the very least a dSLR x2, fast lenses, top flash units, and a lot of know how.

You didn't specify your budget or your photographic abilities or interests, which leads me to believe that you are new to digital photography. Please forgive me making the assumption that you are looking for an entry level camera if this incorrect.
Consumer Reports for November 2006 has ranked the Canon Powershot A620 as the best compact digital camera. It is becoming almost a legend for longevity at the top of various consumer lists. It looks like this model has been replaced by the A630, which I would expect to be just as popular. The A640 appears quite similar and shares the "600" series numbering, so I guess it's just another upgraded version of the now-classic A620. It looks pretty much the same except for being a 10 MP camera.
I own a few Nikon DSLR's and I'd buy the Canon A630 or A640 for myself.
The A620 was rated about twice as good as any as far a battery life. I hope the A630 and A640 are just as good. Use Energizer e2 LITHIUM batteries and you will be happy with battery life.
With this camera, you will find that the included memory card is a cute little token of thanks from Canon, but not much more. Buy a 1 or 2 GB Sandisk Ultra II or Extreme III card. You will NEED the increased capacity and write speed to fully realize the benefits of your camera. The Ultra II would be excellent, but if you are really into video, you might prefer the faster Extreme III.

If you want a sleek, smaller camera that will easily fit in your pocket, consider the Canon Powershot SD600. It gives up some of the features of the A630 and 640, but at least it still has an optical viewfinder, which I consider to be essential.

If you want to trim the budget a little, the Canon Powershot A530 or A540, are both great choices. You will need a decent memory card, though. I'd say get at least 512 MB.

I agree with an earlier review in that this Pentax flash unit is mechanically very disappointing and certainly not worthy of the Pentax name. In no way does this product represent the Japanese Quality and Solid Designs of the 80’s that we have all become sentimental about. With this flash unit, Pentax has taken the low road to profit in place of working towards brand loyalty by producing a quality product, and making sure their dealers stand behind the product without sniveling.
