I have ordered from them before.
But I am planning on ordering a Nikon D3000 and right now they have it for $529.95.
I was wondering if I buy the camera and then they lower the price within a couple weeks, can I get the difference back, or don't they do that?
I was just wondering.
And also would this Nikon filter be a good one to protect the lens?

About that tip to look at Camerakings, don't bother. Camerakings.com is part of Broadway Photo, which has a dismal customer feedback rating. So dismal that they're constantly starting new websites to escape their reputation. You can use resellerratings.com to verify this for yourself. B'way Photo has seemingly skewed their stores' recent ratings by submitting their own feedback, but follow the link from the camerakings review and have a look at the lifetime rating for Broadway Photo. The text reviews regularly include the words "scam artists".
To the best of my knowledge, B&H does not reimburse you if the price drops after you place an order. The D3000 should remain pretty stable though. The price has already settled after the $599 introduction in July, and further significant reductions aren't expected until a replacement model is announced - this won't be for another year. You could wait and see if stores offer a few bucks off during the Christmans sales, but personally, I'd just order it now and start taking pictures.
The filter you linked to is a nice match for the 18-55mm kit lens. The 52mm thread is the right size, and Nikon's filters are always fine. There are better ones (e.g. the pro lines from Hoya and B+W) but a $70 filter would be overkill for this lens. At the other end of the price spectrum, a cheap $10 filter would noticeably degrade the image quality.

Ive been looking for cameras on bh photo store. Because i am new to photography iwas inteseted in a used slr camera. Alot of the slr's dont include a lens. How do i know if a lens fits the camera?
This is why it's better to buy a used camera at a camera store, where they can tell you which lenses fit.
Generally, sticking with the same brand is the way to go, although it isn't always that simple. Do lots of research on any lens before you buy it for the camera, or ask the seller if they have any lenses available for the camera. They might even offer a deal to sell it with a lens.
